In England and Wales, lawyer is used loosely to refer to a broad variety of law-trained persons. Some countries like the United Kingdom, have no entrenched document setting out fundamental rights; in those jurisdictions the constitution is composed of statute, case law and convention. Constitutional law provides a framework for the creation of law, the protection of human rights and the election of political representatives. A trustee has many rights and responsibilities; these vary from trust to trust depending on the type of the trust. A person who suffers legal damage may be able to use tort law to receive compensation from someone who is legally responsible, or liable, for those injuries. It is distinguished from public international law because it governs conflicts between private persons, rather than states or other international bodies with standing. The rule of law has been considered as one of the key dimensions that determines the quality and good governance of a country. Law codes are usually created by a legislature's enactment of a new statute that embodies all the old statutes relating to the subject and including changes necessitated by court decisions. For example, in most jurisdictions, decisions by appellate courts are binding on lower courts in the same jurisdiction and on future decisions of the same appellate court, but decisions of lower courts are only non-binding persuasive authority. Interactions between common law, constitutional law, statutory law and regulatory law also give rise to considerable complexity.
